Number of tails: Here are the rules

1 tail: gets one tail automatically and initial

2 tails; gets first and initial, 50 posts to second

3 tails: gets first and intial, 75 posts each additional tail

4 tails gets first and initial, 100 posts each

5 tails gets first and intial. 125 posts each

6 tails gets only intial , 150 each

7 tails, gets only initial 175 each

8 tails, gets only initial 200 each

9 tails, has only initial 250 each

10 tails, has only initial 325 each

11 tails. has only initial 400 each

12 tails: doesn;t have even initial, each form including inital to get, 500 each
Okay abilities, though they are chakra beasts don't make them insane.

Initial: means the form without a tail like when Naruto got mad after Sasuke was "killed". That one.

One-Tailed Form:

Also if you are say the 2 tailed carrier then when you go into 2 tailed form you will gaina ll the power of that creature so whatever you final form is is more powerful then teh Jinchuriku form of another carrier.

Now how does ranks get into this well

Academy Student: Only ale to do initial

Genin: Can go any number of form but the higher the less control they have over there beast, to the point where they disregard the target and attack evrything.

Chunin: Slightly more control letting them control higher forms will not forget the enmy but will still probably cuase damage.

Special Jonin: Will have great control over there beast but will still not care about property damge.

Jonin: almost complete control with their inner beast, only probably a little rivalry.

Kage or equivalent rank: complete control but more of a partnership, even will do things the carrier doesn't even ask like clearing them of Genjutsu like Killer Bee.
